2026 Budget - Bowen Island Municipality

Bowen Island Municipality is working on the 2026 budget, and we want to hear from you!

In the months ahead, you’ll have many opportunities to engage with staff and Council to share your views on the proposed budget, discuss how much the Municipality should invest or save, and ask any questions you may have.

Guided by Council’s Strategic Plan, the annual budget forms part of a five-year financial plan that outlines the services and initiatives we aim to deliver, along with how the Municipality will fund them.

Sept 15–Oct 3 — Survey — Open online survey for public input — Seek public input.

Oct 20 — COW — Present staffing requests to Council — That the 2026 staffing requests be received for information.

Oct 24 — Strategic Planning — Meet with Council to reaffirm strategic priorities — Confirmation of strategic priorities.

Nov 20 — COW — Present draft operations budget — That the 2026 operating budget be received for information.

Dec 15 — COW — Present draft capital budget — That the 2026 draft capital budget be received for information.

Jan 19 — COW — Assessment roll discussion and proposed property tax increase; impact to average property owner — None sought; for information only.

Feb 16 — COW — Present draft utilities budget — That the 2026 draft utility budgets be received for information.

Feb 23 — Council Meeting — Budget update to Council — That the 2026–2030 draft financial plan be taken to public consultation.

Feb 23–March 6 — Public Consultation Period

Feb 26 — Budget Open House Meeting — Present full five-year financial plan — Seek public input.

March 9 — Council Meeting — Present budget feedback to Council — Direction for CFO to bring a financial plan bylaw including a tax rate increase of X%.

March 23 — Council Meeting — Five-Year Financial Plan Bylaw for three readings — That the bylaws be read first, second, and third time.

April 13 — Council Meeting — Reconsideration and final adoption of Financial Plan Bylaw and three readings of annual tax rate bylaw — That the Financial Plan Bylaw be reconsidered and adopted.

April 27 — Council Meeting — Reconsideration and final adoption of Annual Tax Rate Bylaw — That the Annual Tax Rate Bylaw be reconsidered and adopted.
